Short answer
For website blocking on Android, AppBlock, Freedom and StayFree all do it. For blocking across desktop computers too, Freedom has the widest platform list. For a no-install start, Android’s own Digital Wellbeing has app timers, Focus mode and Bedtime mode.
For cutting screen time with friends, Reveller is the one built around group challenges. It is Android only and blocks apps, not websites.

Which one fits
You mainly need to block websites
Reveller and Digital Wellbeing won’t do it. AppBlock blocks websites, URLs and keywords. Freedom blocks websites or the whole internet. StayFree has website limits.
You want the same blocks on your laptop
Freedom lists Mac, Windows and Chromebook apps. StayFree lists Windows, macOS, Linux and browser extensions. AppBlock covers desktop through browser extensions.
You keep switching your limits off
Look for a mode you can’t easily undo: AppBlock’s Strict Mode, Freedom’s Locked Mode, Opal’s Hard Mode, or Reveller’s cold-turkey level. Digital Wellbeing’s timers can be deleted in a few taps.
You want to do it with other people
Reveller is built for this: group challenges ranked by how much each person cuts from their own baseline (see how screen-time challenges work). AppBlock lets one accountability partner approve unlocks. Opal has a Teams plan.
